Register to Vote

Am I eligible to register to vote?

To register to vote, you must be:

  1. A U.S. citizen;
  2. A Maryland resident; and
  3. At least 16 years old.*

You cannot have been:

  • Convicted of buying or selling votes;
  • Under guardianship for mental disability and found by a court to be unable to communicate a desire to vote; or
  • Convicted of a felony and currently serving a court-ordered sentence of imprisonment. (effective March 10, 2016)

*You may register to vote if you are at least 16 years old. You cannot vote unless you will be at least 18 years old by the next general election.

Can I register to vote if I have been convicted of a crime?

Yes, you are eligible to register to vote once you have completed the court-ordered sentence of imprisonment. For the purposes of eligibility to register to vote, convictions include federal, state and out-of-state convictions. You are not eligible to vote if you have been convicted of buying or selling votes.

How do I register to vote?

Do I need ID to register to vote?

You must provide your MD driver’s license number (or MVA-issued state ID number) and the date MVA issued your license/ID card. If you don’t have an MD driver’s license/ID card, you must provide the last 4 digits of your Social Security number (SSN)

If you don’t have a Maryland driver’s license, MVA-issued state ID, or SSN, you can still register to vote! Check box 6c on the paper application. Online, follow the instructions listed.

Your application will not be processed until you affirm (under penalty of perjury) that you do not have a Maryland driver’s license, MVA ID Card, or social security number.

If you’re a first-time voter who registered by mail (and didn’t provide an MD driver’s license number or MVA-issued state ID number), you may need to bring and show one of the following documents that has your full name and address with you when go to vote:

  • Driver’s license
  • Federal or state ID card
  • MVA ID card
  • Student/employee/military ID
  • Current utility bill
  • Bank statement
  • Government check
  • Paycheck
  • Other government document

If you’ve voted in Maryland before, you don’t need to provide ID to vote. Voter registration is permanent as long as you continue to live in Maryland and keep your name and address current. You do not have to re-register when you move within Maryland.

When is the deadline to register to vote, update my address, or change my party?

Primary Election: Tuesday, April 23, 2024 by 5:00 pm*
General Election: Tuesday, October 15, 2024 by 5:00 pm*

*If you are not able to register by the deadline listed above, you can still register and vote in that election. You will just need to go in person during early voting or your assigned polling place on election day to register and vote.

I heard I can register on election day- is that true?

Yes! To make the process quicker, we recommend you register by the deadline listed above. But if you miss it, you can still register and vote in person during early voting or on your assigned polling place on election day.

To prove where you live, bring your MVA-issued license, ID card, or change of address card, or your paycheck, bank statement, utility bill, or other government document with your name and current address.

When can I vote?

Polls are open from 7 am until 8 pm for early voting and on election day.

Early Voting

Voting is available on both Saturday and Sunday. You can vote at any early voting location in the county where you live.

Primary Election: Thursday, May 2 through Thursday, May 9, 2024
General Election: Thursday, October 24 through Thursday, October 31, 2024

Election Day

On election day, vote at your assigned polling place.

Primary Election: Tuesday, May 14, 2024
General Election: Tuesday, November 5, 2024

Absentee/Mail-In Voting

A recent change in law requires the Maryland State Board of Elections and each local board of elections to refer to absentee ballots as “mail-in ballots” and absentee voting as “mail-in voting.” Please note that this change in terminology does not change the process of mail-in voting.

Will I get a ballot mailed to me automatically?

No, you will not receive a ballot in the mail unless you request one. You must request a mail-ballot by the deadline or you will need to visit your local Board of Elections office to complete the application in person.

When is the deadline to request a mail in ballot?

It depends on how you want to receive your mail in ballot. You can receive it via mail, faxed, email, or in-person from the board of elections office.

2024 General Election

  • To receive your ballot by mail or fax, your request must be received (not just mailed) by Tuesday, October 29, 2024 at 8 PM     (or 11:59 PM by fax or email)
  • To receive your ballot via email,** your mailed in request must be received by Friday, November 1, 2024 at 5 PM    (or 11:59 PM by fax or email or online.)  **Note: A ballot received via email must still be returned by hand, by mail, or dropped at a ballot drop off box.
  • If you miss the deadlines to receive your ballot by mail, fax, or email, but still want to vote by mail-in ballot, you (or your agent) must apply in person at your local board of elections.

Note: When you are asked how you want your mail-in ballot delivered, it is strongly recommended to select “By Mail.”

If you select electronic (email) or fax, the ballot is not be able to be scanned in. Your selections on an email or fax ballot will be transferred to a scannable ballot by a bipartisan team, which can cause a huge backlog if a lot of people opt to receive their ballot by email or fax.

Ballots that come in the mail are scannable (do not need to be transferred). If you already submitted an application for an email or fax ballot and wish to receive a ballot by mail, you can submit a second application (it will override the first application).

When will I get my ballot?

If you requested a ballot but have not received it, and have verified on the voter look-up website that your ballot has been sent, wait a few days. Your ballot may be in transit. If the election is one week away and you haven’t received your ballot yet, please contact your local board of elections.

How do I complete a mail-in ballot?

Complete your ballot as soon as possible after you receive it. Remember to use black ink to mark your ballot and sign your oath on the return envelope or your ballot will not count but do not sign the actual ballot. The ballot return envelope has prepaid postage.

I am worried about my ballot getting lost in the mail. Can I deliver it myself to the polls?

If you prefer to drop off your voted ballot at a physical location, you can use a secure ballot drop box in the county where you are registered. There is at least one box for each county in Maryland. Ballot boxes close at 8pm on election day.

Are ballot boxes safe?

Ballot boxes are monitored 24/7 by surveillance and emptied 2-3 times (or more as needed) per day. Police also drive by the box locations regularly.

What if I made a mistake on my ballot?

If you make a mistake on your ballot, you can contact the board of elections in your county for a new mail in ballot or visit a voting center and vote provisionally. A provisional ballot will not be scanned at the polling place on the day you vote, but reviewed after election day to ensure you did not submit both a mail-in ballot and a provisional ballot.

How do I know my vote will be counted?

Every ballot (including provisional and mail-in) is reviewed and counted even if they will not change the outcome of an election.

To verify that your mail-in or provisional ballot was counted, go to https://voterservices.elections.maryland.gov/VoterSearch

Enter your information, select “search,” then select “Status of My Mailed-In or Provisional Ballot.”
