Yes, you are eligible to register to vote once you have completed the court-ordered sentence of imprisonment. For the purposes of eligibility to register to vote, convictions include federal, state and out-of-state convictions. You are not eligible to vote if you have been convicted of buying or selling votes.

You must provide your MD driver’s license number (or MVA-issued state ID number) and the date MVA issued your license/ID card. If you don’t have an MD driver’s license/ID card, you must provide the last 4 digits of your Social Security number (SSN)

If you don’t have a Maryland driver’s license, MVA-issued state ID, or SSN, you can still register to vote! Check box 6c on the paper application. Online, follow the instructions listed.

Your application will not be processed until you affirm (under penalty of perjury) that you do not have a Maryland driver’s license, MVA ID Card, or social security number.

If you’re a first-time voter who registered by mail (and didn’t provide an MD driver’s license number or MVA-issued state ID number), you may need to bring and show one of the following documents that has your full name and address with you when go to vote:

• Driver’s license
• Federal or state ID card
• MVA ID card
• Student/employee/military ID
• Current utility bill
• Bank statement
• Government check
• Paycheck
• Other government document

If you’ve voted in Maryland before, you don’t need to provide ID to vote. Voter registration is permanent as long as you continue to live in Maryland and keep your name and address current. You do not have to re-register when you move within Maryland.

To prove where you live, bring your MVA-issued license, ID card, or change of address card, or your paycheck, bank statement, utility bill, or other government document with your name and current address.

It depends on how you want to receive your mail in ballot. You can receive it via mail, faxed, via email, or in person from the board of elections office.

Primary Election

• To receive your ballot by mail or fax, your request must be received (not just mailed) by July 12, 2022.
• To receive your ballot via the internet,* your mailed in request must be received by 5pm, Friday, July 15, 2022 or by 11:59 pm, Friday, July 15, 2022 if your request was by fax or submitted online. Note: A ballot received via the internet must still be returned by hand, by mail, or dropped at a ballot drop off box.
• If you miss the deadlines to receive your ballot by mail, fax, or via the internet, but still want to vote by mail-in ballot, you (or your agent) must apply in person at your local board of elections.

Note: When you are asked how you want your mail-in ballot delivered, it is strongly recommended to select “By Mail.”

If you select electronic (email) or fax, the ballot is not be able to be scanned in. Your selections on an email or fax ballot will be transferred to a scannable ballot by a bipartisan team, which can cause a huge backlog if a lot of people opt to receive their ballot by email or fax.

Ballots that come in the mail are scannable (do not need to be transferred). If you already submitted an application for an email or fax ballot and wish to receive a ballot by mail, you can submit a second application (it will override the first application).

If you requested a ballot but have not received it, and have verified on the voter look-up website that your ballot has been sent, wait a few days. Your ballot may be in transit. If the election is one week away and you haven’t received your ballot yet, please contact your local board of elections.

Complete your ballot as soon as possible after you receive it. Remember to use black ink to mark your ballot and sign your oath on the return envelope or your ballot will not count but do not sign the actual ballot. The ballot return envelope has prepaid postage.

For the primary election, ballots returned by mail must be postmarked by July 19 and received by the local board of elections by July 22. Link for mail-in voting

If you prefer to drop off your voted ballot at a physical location, you can use a secure ballot drop box in the county where you are registered. There is at least one box for each county in Maryland. Ballot boxes close at 8pm on election day.

Ballot boxes are monitored 24/7 by surveillance and emptied 2-3 times (or more as needed) per day. Police also drive by the box locations regularly.

If you make a mistake on your ballot, you can contact the board of elections in your county for a new mail in ballot or visit a voting center and vote provisionally. A provisional ballot will not be scanned at the polling place on the day you vote, but reviewed after election day to ensure you did not submit both a mail-in ballot and a provisional ballot.

Every ballot (including provisional and mail-in) is reviewed and counted even if they will not change the outcome of an election.
